Do all grains need to be rinsed before cooking and what is the purpose of rinsing them?

Answer:

Grains need to be rinsed unless they're enriched grains or they're partially cooked already like the bulgar wheat. Um, and the reason is to wash away debris, to wash away any type of, um, like maybe some of the uh, antinutrients that are on the outside that'll help with some of that. So yes, it is important to rinse your grains unless they have the nutrients on them like enrich grains.
